Software for NSW Health and Government

A decade inside Australia's largest public health system, from a Sydney SME on the NSW Government ICT Services Scheme

Talk to our team

PicNet has built and supported software for the NSW Ministry of Health since 2015. The mLoad portal validates patient data files against thousands of clinical rules before they reach the state data warehouse, the Clinician Billing Portal automated billing for public hospital clinicians, and the Emergency Access View shows live emergency department performance for every public hospital in NSW.

Because health data is sensitive, every line of code we deliver for NSW Health is written, reviewed and tested by our engineers the traditional way, and we deliver on the same terms for any client with strict compliance obligations. Our engineers have 10 to 30 years of experience each, and ten years on, the architects who scoped the first NSW Health project are still the people supporting these systems.

For IHACPA we built mobile apps for doctors and medical staff to record activity data, a management system for study administrators, and a reporting environment for the analysts running the national non-admitted costing study. The platform collected sensitive clinical data from every state, so security and data integrity were central to the build, and the study's results fed into the development of the Australian Non-Admitted Care Classification.

For Transport for NSW, we placed a senior business analyst and project manager in the Digital Technology team for around two years, with a database administrator alongside for 18 months. Both worked inside the agency's own governance on state-wide technology initiatives.

PicNet is an Advanced Supplier on the NSW Government ICT Services Scheme (SCM0020), approved for business analysis, custom application development, information management, web design and content management, and software support and maintenance. We also hold registered capabilities across architecture, ICT strategy, risk management, project management and operations. Agencies deal with one Sydney team that has operated locally since 2001.

DELIVERY INSIDE PUBLIC SECTOR GOVERNANCE

A DECADE INSIDE AUSTRALIA'S LARGEST HEALTH SYSTEM

NSW Health runs the largest public health system in Australia. PicNet has built and supported software for the Ministry of Health since 2015: complex data platforms, billing portals, live emergency department dashboards and the data warehouse behind non-admitted patient reporting.

Systems That Carry Real Weight

The mLoad portal validates patient data files against thousands of clinical rules before they reach the state data warehouse. The Clinician Billing Portal automated billing for public hospital clinicians. The Emergency Access View shows live emergency department performance for every public hospital in NSW.

Built Entirely by Hand

Due to data sensitivity, every line of code we deliver for NSW Health is written, reviewed and tested by our engineers the traditional way. We deliver on the same terms for any client with strict compliance obligations. Ten years on, the architects who scoped the first project are still the people supporting these systems.

A NATIONAL COSTING STUDY IN CLINICIANS' POCKETS

The Independent Health and Aged Care Pricing Authority (IHACPA, then the Independent Hospital Pricing Authority) advises on the price of public hospital services across Australia. To do that for non-admitted care, it needed activity and costing data collected from clinicians around the country.

Mobile, Web and Reporting in One Platform

Working with Health Policy Analysis, PicNet built mobile apps for doctors and medical staff to record activity data, a management system for study administrators, and a reporting environment for the analysts running the study.

Health-Grade Data Handling

The platform collected sensitive clinical data from every state, so security and data integrity set the bar for the whole build. The study's results fed into the development of the Australian Non-Admitted Care Classification.

SCALING A GOVERNMENT TECHNOLOGY TEAM

When an agency's projects scale faster than it can hire and grow technical leadership, delivery slows down. Transport for NSW needed senior people who could work inside their own teams and governance to keep major programs moving.

A leadership and resourcing gap

Transport for NSW was running multiple large infrastructure, engineering and technology projects at once. It could not scale its technical leadership and specialist resources fast enough to keep pace with the work.

Senior people, embedded in their team

PicNet seconded a senior business analyst and project manager into the Transport for NSW Digital Technology team for around two years, alongside a database administrator on an 18-month placement. Our people worked inside the agency's own Jira and Confluence governance on state-wide technology initiatives.
